{"id":2717,"date":"2022-09-15T17:12:58","date_gmt":"2022-09-15T21:12:58","guid":{"rendered":"https:\/\/americancompass.beckandstone.com\/the-successful-policy-that-progressives-love-to-hate\/"},"modified":"2022-11-07T10:29:12","modified_gmt":"2022-11-07T15:29:12","slug":"the-successful-policy-that-progressives-love-to-hate","status":"publish","type":"post","link":"https:\/\/americancompass.org\/the-successful-policy-that-progressives-love-to-hate\/","title":{"rendered":"The Successful Policy That Progressives Love To Hate"},"content":{"rendered":"\n<p>A new report confirms the enormous progress that America has made in reducing child poverty &#8212; and the enormous problem that progressives have coping with that fact.<\/p>\n\n\n\n<p>In <a href=https://americancompass.org/"https:////urldefense.com//v3//__https://www.childtrends.org//publications//lessons-from-a-historic-decline-in-child-poverty__;!!AQdq3sQhfUj4q8uUguY!nNAzW98MtjYvHN7v7ZRgVgFn_SNCRWsYrtVi7LoTo-ysOnuCBDLtd6xpDutDiU4zpSrP7bIclM5D7_wBrcZGdd1t$/" target=\"_blank\" rel=\"noopener\">&#8220;Lessons from a Historic Decline in Child Poverty,&#8221;<\/a>Child Trends, a nonpartisan research organization focused on children and youth, reports that child poverty fell from 27.9% in 1993 to 11.4% in 2019, while deep poverty (households with income less than half the poverty line) fell from 7.3% to 3.2%. <a href=https://americancompass.org/"https:////urldefense.com//v3//__https://www.childtrends.org//publications//lessons-from-a-historic-decline-in-child-poverty-methods__;!!AQdq3sQhfUj4q8uUguY!nNAzW98MtjYvHN7v7ZRgVgFn_SNCRWsYrtVi7LoTo-ysOnuCBDLtd6xpDutDiU4zpSrP7bIclM5D7_wBrXyB_xvP$/" target=\"_blank\" rel=\"noopener\">These figures<\/a> use an <a href=https://americancompass.org/"https:////urldefense.com//v3//__https://www.childtrends.org//publications//lessons-from-a-historic-decline-in-child-poverty-how-poverty-is-measured-in-the-united-states__;!!AQdq3sQhfUj4q8uUguY!nNAzW98MtjYvHN7v7ZRgVgFn_SNCRWsYrtVi7LoTo-ysOnuCBDLtd6xpDutDiU4zpSrP7bIclM5D7_wBrfgm4MIj$/" target=\"_blank\" rel=\"noopener\">adjusted poverty measure<\/a> that accounts for regional differences, some expenses (including taxes) that households face and incoming transfers they receive from safety-net programs.<\/p>\n\n\n\n<p>The starting point of 1993 is notable because it came just before Congress passed the <a href=https://americancompass.org/"https:////aspe.hhs.gov//reports//personal-responsibility-work-opportunity-reconciliation-act-1996/" target=\"_blank\" rel=\"noopener\">Personal Responsibility and Work Opportunity Act of 1996<\/a> (commonly known as &#8220;welfare reform&#8221;). Welfare reform <a href=https://americancompass.org/"https:////www.cbpp.org//research//family-income-support//temporary-assistance-for-needy-families#:~:text=Temporary%20Assistance%20for%20Needy%20Families%20(TANF)%2C%20enacted%20in%201996,families%20during%20times%20of%20need.\" target=\"_blank\" rel=\"noopener\">replaced<\/a> the open-ended program of cash grants to parents with little or no income, called &#8220;Aid to Families with Dependent Children&#8221; (AFDC), with a less generous, time-limited, work-required program called &#8220;Temporary Assistance to Needy Families&#8221; (TANF).<\/p>\n\n\n\n<p>The change, progressives predicted, would <a href=https://americancompass.org/"https:////urldefense.com//v3//__https://www.urban.org//sites//default//files//publication//67221//406622-Potential-Effects-of-Congressional-Welfare-Reform-Legislation-on-Family-Incomes.pdf__;!!AQdq3sQhfUj4q8uUguY!nNAzW98MtjYvHN7v7ZRgVgFn_SNCRWsYrtVi7LoTo-ysOnuCBDLtd6xpDutDiU4zpSrP7bIclM5D7_wBrcueSC3d$/" target=\"_blank\" rel=\"noopener\">plunge millions<\/a> into poverty. Two of President Bill Clinton&#8217;s top social-services administrators <a href=https://americancompass.org/"https:////urldefense.com//v3//__https://www.washingtonpost.com//wp-srv//national//longterm//welfare//quit.htm__;!!AQdq3sQhfUj4q8uUguY!nNAzW98MtjYvHN7v7ZRgVgFn_SNCRWsYrtVi7LoTo-ysOnuCBDLtd6xpDutDiU4zpSrP7bIclM5D7_wBrTS-pqXn$/" target=\"_blank\" rel=\"noopener\">resigned in protest<\/a>. &#8220;If, in 10 years time, we find children sleeping on grates, picked up in the morning frozen, and ask, &#8216;Why are they here, scavenging, awful to themselves, awful to one another,&#8217; will anyone remember how it began?&#8221; <a href=https://americancompass.org/"https:////urldefense.com//v3//__https://www.nytimes.com//1995//09//09//us//new-senate-push-on-welfare-revives-tensions-in-both-parties.html__;!!AQdq3sQhfUj4q8uUguY!nNAzW98MtjYvHN7v7ZRgVgFn_SNCRWsYrtVi7LoTo-ysOnuCBDLtd6xpDutDiU4zpSrP7bIclM5D7_wBrQ4hM5l0$/" target=\"_blank\" rel=\"noopener\">asked<\/a> then-Sen. Daniel Patrick Moynihan of New York.<\/p>\n\n\n\n<p>The welfare rolls <a href=https://americancompass.org/"https:////sgp.fas.org//crs//misc//RL32760.pdf/" target=\"_blank\" rel=\"noopener\">declined precipitously<\/a> &#8212; from 5.1 million families in 1994 to just over 2 million in 2000 &#8212; but, as <a href=https://americancompass.org/"https:////www.childtrends.org//publications//lessons-from-a-historic-decline-in-child-poverty/" target=\"_blank\" rel=\"noopener\">Child Trends shows<\/a>, destitution was not the result. Instead, the teen pregnancy rate plunged, more people moved into the workforce and safety-net benefits like the Supplemental Nutrition Assistance Program (SNAP, or &#8220;food stamps&#8221;) and wage supports like the Earned Income Tax Credit (EITC) picked up the slack.
